[PATCH v1 03/18] website: configure.ac: always check for printf.

In the Makefile we have the following:
    help:
        @printf "%s\n\t%s\n\t%s\n\t%s\n\t%s\n\t%s\n\t%s\n" \
        [...]

This rule is valid reguardless of the '--without-guix' configure
option, so we need to also check if printf is present when using guix
to build the website.
