[open-cobol-list] OpenCOBOL 0.20 RPM

Hi all,

I've just uploaded the RPM of OpenCOBOL 0.20. In this time, the RPM is
built on Red Hat Linux 9. The results of 'make check' of this RPM can be
seen below.

Also, I found several options of cobc are changed/added in this release,
so the part of NEWS is added at:
