[open-cobol-list] julian to calendar date (yyddd or yyyyddd to yymmdd or ccyymmdd.)

This should be a simple task, but there doesn't seem to be a function
to do it directly. Note that I am not dealing with today's date but a
julian date that I furnish. I want to start at a date near the beginning
of the year and add 14 successively to identify every other Tuesday.
