Thank you for asking. 3.0 is obsolete and won't get a full release any more. It is expected to have 3.1rc1 finished in April 2020 and a full release within 4-6 weeks later (possibly unchanged other than the version number, updated translations and, depending how far this gets until rc1, updated NEWS), giving the option to test it on more systems.

Everyone is invited to already test the current version (not much changed since December 2019, just in case you've tested it), especially if you have a more "exotic" environment. You will find the URLs in the archives or on SF download space. The more early testing it gets, the better.
Be aware that there is currently an undocumented (because unwanted) dependency on GNU make, even if this issue is nearly solved already.

Two years is a long time to evaluate a release candidate. Surely we
have enough experience with it by now to convert it to a full release,
with any caveats noted in the release notes?
