I've put up a patch called resign_3_17.2 which adds a configure
option --enable-resignation-allowed.
This patch allows resignation to be specified as a default
option during configure. Use 'configure --enable-resignation-allowed'.
Disabled by default.
Adds a command line option --never-resign which overrides this.
This patch is not in the CVS.
