paul_3_19.3 fixes a bug in owl_determine_life() related to that policy.
the only change in regression results was a pass in owl1:304. Gunnar
has submitted a patch that fixed that test in a better way. i have
checked that with Gunnar's patch removing the scan for inessential
strings from owl_determine_life() gives no breakage. i forgot to use
regress.pike so i can't say how many nodes it saves, but i think the
policy should be retired anyway.
