We need to specify a point after which only bugs are fixed.
That can be after 3.3.23.

Maybe the thing to do is to accept patches from you (Paul)
and anyone else that tells us before hand that they have
something they want to get in. When you are satisfied we'll 
put up 3.3.23.

At this time maybe we can agree to avoid any patches that
require autoconf changes or vc_repairs.

BTW has anyone compiled 3.3.22 on Windows?
