Increased randomness during the fuseki has always been seen as
important, and I think that was part of the logic behind that code.  I
personally agree with your patch, but I think that there is a need for
some increased variation to go with it.

I don't think it would be too hard to create regression tests of the
form "make sure all of the following moves will get played at least
occasionally from this position," though clearly it would take a new GTP
command.  I might give that a try at some point, though I don't know
when I'll get to it.  If anyone wants to, they're more than welcome to
do it ;)  I think that adding a test framework to test our ideas about
keeping variation at different points in the game would help.
