I'd say, go on with it, we can always fix mistakes later. I approve the
idea.

I miss `gnugo.html' in the tar-ball. It doesn't matter much as long as
you don't fail to upload it to Savannah though :)

I don't think we should change the color scheme as long as we live at
`www.gnu.org' for consistency sake. (And I don't think colors are ugly,
they are simple and not outstanding, but for me "ugly" is green on pink
or something). I noticed that you messed up with logo's dimensions so
it became stretched.

As for menu, I like the one on `http://www.gnu.org/'. Very simple yet
stylish with captions in boxes and items on the page white background.
Completely along the purist lines of GNU website design :)

Alternatively, since we have just a few items in the menu, we can make
it horizontal, like I have on Quarry pages: `http://home.gna.org/quarry/'.

Agreed absolutely. Frames are a Bad Thing and for our case they are a
complete overkill. Also, it is good to highlight the current page name
in the menu (and make it text, not a link) and that is not something
you can do with frames. Or if you do that with frames, they lose their
meaning completely.
