You're welcome to contribute but be aware that GNU Go is written in C,
not C++. We also ask all contributors to assign copyright of changes
and new code to the Free Softare Foundation.

It certainly has that. I recommend that you subscribe to the GNU Go
development list at http://lists.gnu.org/mailman/listinfo/gnugo-devel
and look through the archives (link at the same page) for some time
back. Also take a look at http://trac.gnugo.org
