Hiya Clark,
I downloaded GNU Go 3.8 from the link on the official website (http://gnugo.baduk.org/) and unzipped it on Windows 10.
I ran the following command from the commandprompt without elevated permissions:
C:\Users\Kees\Downloads\gnugo-3.8\gnugo.exe --replay white -l "C:\Users\Kees\Drive\Black-GNU Go (3.8, level 0)-2015-11-28.sgf" -o C:\Users\Kees\Downloads\output.sgf
Your questions imply that you expected me to run it from Linux so I tried it there as well (Raspbian Jessy using manually compiled 3.9.1 sourcecode from the Savannah repo) but that appears to give the same error message.
Attached are the linux text output and the SGF files (both input and output).

Can you send the original SGF file?Also, can you provide a bit more information on the instance of GNUGo you were running?
- Where did it come from?
- Did you compile it, or was it already compiled?
- Were you running from the GUI, a command prompt, or Cygwin?
- If Cygwin, what version are you running?
