[Gnumed-bugs] 0.60 unable to edit Progress note

From the EMR tree view, it is possible to right-click "Edit progress notes" and 
from the resulting "managing progress notes" window to delete a row, however if 
the user chooses to edit a row:

- the original note is displayed 9top part only) but cannot be seen in its 
entirety because there is no scroll support
- the text cannot be selected (and cannot be altered)
- the Clear" button does nothing

The dialog buttons can maybe also be made more functional? By default, the OK 
button cannot be clicked, because no SOAP row is in focus. When a row is 
clicked into focus, then the OK button becomes available but to click it simply 
closes (dismisses) the window. But this is the same result as clicking "Cancel" 
which is available even without having to click a SOAP row. Also, this "Cancel" 
does not cancel a Deletion (post-deletion, it is too late to do anything).
