You are using an out-of-date version

in which the actual problem is hidden by a bug which has been
fixed in this commit

        b05074c3c8ce92b90d1077511639b968dc1391d8

which is part of the latest 1.7(.9) release

I suggest installing that version, trying again, and
reporting back if you still see errors.

Meanwhile, we now recommend using 1.8 on Python3 if you at
all can.
