How? Australian bureaucrats go a long way in order to make things inefficient 
and unlogical. In fact, I came to the conclusion that the whole anglo-saxon 
cultural context is based on making access and comprehension of information 
as difficult as reasonably possible (as an instriument of maintaining social 
disparities)
