No, under the US Constitution, anything created by any arm of the US federal govt is automatically in the public domain. Vista realy is public domain.
Sure it's not , anything created ... deemed by the govt to be in the national interest ... is automatically in the US public domain , but restricted within the international patent agreements made by the US with its servants...uhm.. friends?
