This will still remain possible as anyone can set the
configured default to anything they see fit.

Well, "saving a progress note" isn't by any standards a
controlled enough condition to warrant forcing the encounter
type on behalf of it. After all, entering the note may just
be a rather insignificant side event during any given
encounter.
