Can we make hardcoded tags so the Administrative personel can select tags that CAN be added and exclude tags created by users?

I have got a person being treated for AIDS marked "isolate if unwell".
Staff would then put the person in another room.

Others who miss appointments are noted as needing telephoning to confirm

Careful phrasing will make it seem as if a privilege is being offered.
