[Gnumed-devel] workplace plugin configuration on Windows

I have enhanced GNUmed to look at the config files should
scanning potential plugin install directories not return any
results. Plugins would be configured under group

        [client]

using the option

        installed plugins = $installed plugins$
        plugin_A-name_without_._py
        plugin_B-name_without_._py
        ...
        $installed plugins$

This will mainly benefit frozen Windows clients starting with 1.2.6.
