[Gnumed-devel] non-clinical GNUmed user accounts

Now that we've implemented non-clinical (clerical) staff
accounts it would be useful for the following to be done:

Login as a non-clinical user (there's a default any-staff /
any-staff), try everything the user interface offers, and
report anomalies.

Develop a Meaningful Use Matrix and check conformance of
those items for which there is support in GNUmed. Meaningful
Use criteria documents are linked from the wiki.
