Well, it should be.  But if it is 0.6.1d, invoking any of the user tools 
should automatically create the default gnunet.conf file if it does not yet 
exist.  Oh, the directory ~/.gnunet/ must exist (I guess we should add an 
automatik mkdir on that, too).
