Log:
Finishing mesh reliable:
- per-tunnel retransmission, always retransmit oldest not-ACK'd message
- adaptive retransmission delay
-- start with 1s
-- use per-message timing to update expected delay on each ACK as d = avg (d, 
new)
-- update pending retransmissions with new values
