I don't know whether such things require copyright assignment, however, here's a quote of Adam Fedor's instructions he gave me back in September:

Yes.  Just send an email to address@hidden saying that you would like to contribute to GNUstep.  Also give them your snail-mail address, and they will send you a form to sign and mail back.
