If someone thinks that such small things would qualify for the need to assign copyright to the FSF whom to contact and where?

I don't know whether such things require copyright assignment, however, here's a quote of Adam Fedor's instructions he gave me back in September:

Just to confirm: all GNUstep contributions require copyright assignment to FSF? If it's required, can someone direct me to the proper procedure for doing so? Can it be performed electronically, or do I have to mail/fax something in?
Yes. Just send an email to
address@hidden saying that you would like to contribute to GNUstep. Also give them your snail-mail address, and they will send you a form to sign and mail back.
