FWIW, you could just as well ask the iceweasel-uxp developers,
why do they not choose icecat and contribute to its maintenance,
instead of essentially duplicating the work of gnuzilla on the
basilisk sources - the basilisk browser which iceweasel-uxp is
derived from, does not meet the GNU standards for software
freedom either - if it did, there would be nothing for
iceweasel-uxp to do - FSDG distros could distribute basilisk
instead, as it is - either sources would need the same
(anti-)features patched out, in order to be a GNU program

in the end, the amount of maintenance work for either is
probably comparable - AFAIK, the only practical difference for
the user, is that the UXP-based browsers support the legacy
style add-ons, but icecat does not; and the UXP-based browsers
do not support the new web-extensions style add-ons, which
icecat does

i could see gnuzilla expanding to include two browsers, (one
each derived from mozilla-esr and basilisk-uxp), if enough
people prefer the legacy add-ons - if there is to be only one
gnuzilla browser though, i suspect that most people would prefer
the browser derived from mozilla-esr
