[Gpaint-develop] pre 0.3.0 release (was pre 0.2.4)

I have built a new tarball tonight, renamed to pre 0.3.0. I think this
is more accurate than calling it 0.2.4, since the patches to 0.2.3 will
not apply.

Changes:
  1. glade files are included in the tarball
  2. optional building without the gnome print libraries

To build without the print libs:

   export NO_GNOME_PRINT=1
   ./configure

(I suppose this should be done as a command line switch, but that is
far as I got tonight.)
