    Remove duplicative code. Thee's only one copy of gpsd_report() now.
    
    One behavioral change here;the send() up the pipe in throttled_write()
    loses its report mutex lock, so it's no longer guaranteed to
    interleave cleanly with logging.  Probably not needed, but worth noting
    in case it needs to be restored.
