    Also send SKY when GPGSA is received.
    
    Some GPS send GPGSV (sats in view) every 5 seconds by GPGSA (sats
    used) every second.  gpsd was sending SKY only on GPGSV, so the
    more frequent updates to used sats were getting lost.  Now send
    updates on GPGSA and GPGSV changes.  The sat view is now more up to
    date.
