Yo Eric!

I'm still seeing a startup race to drop root:

# gpsd -nND 6 /dev/ttyUSB0 |& fgrep PPS
gpsd:PROG: PPS thread launched
gpsd:PROG: PPS Create Thread gpsd_ppsmonitor
gpsd:WARN: waiting on KPPS initalization...
gpsd:WARN: wait for KPPS initalization timed out
gpsd:PROG: PPS connect chrony socket failed: /var/run/chrony.ttyUSB0.sock, 
error: -2, errno: 13/Permission denied
gpsd:INFO: KPPS checking /sys/devices/virtual/pps/pps0/path, /dev/ttyUSB0
gpsd:INFO: KPPS only works as root 

Notice I am starting as root, but by the time I get to KPPS init root
is already gone.  I see this on some host and not others.
