[gpsd-dev] Time to let the code cool down

My plan *was* to ship tomorrow.  That was before making PPS
notifications visible in gpsmon turned into an epic quest complete
with fanged monster bugs.

We'll let the code cool down for a few days.  Gary, please live-test
the Garmins.  Everyone, patches are now limited to urgent bugs only.
