Registration requirements are annoying.

Please include a version number as first field so future report
sources can be written with forward portability.

Please use ISO/POSIX fixed-sized types for the fields to address the data
interchange problem.

Please publish the header layout as a .h file containing
clockTimeStampSec and other required types, called something like
ntpshm.h, and ship it for inclusion with compilers and libraries.

The dummy field is useful; a segment-in-use flag can live there (though
the GPSD implementation does not currently do this).  Some field 
space reserved for use as client flags would be nice.
