Gary Miller added this, a month ago, for RPi.  Wheezy had scons at 2.1 .  If you did not use wheezy-backports. you were stuck there.

With the release of jessie last month, 2.3 in in the archive.  These instructions can probably be removed, and replaced with "Use jessie (Debian 8.0)".
