[gpsd-dev] Python Coverage Support

I've pushed two new commits to my test-fixes branch on GitHub.  The first
arranges to apply Python coveraging to any Python programs (except
generated Python programs) executed during a build with coveraging
enabled.  The second adds three quick regression-style tests that run
passthrough.log in all three transport modes to get better test coverage
in fake.py.
