I'm looking at a NMEA device on another system.
The top line shows:
tcp://fed:gpsd#/dev/gps0:/dev/NMEA0183> Ill-formed PPS packet: 7 (string
value t
I assume the rest of the output is off to the right someplace.
If I make the window wider, it says: "(string value too long)"
but doesn't tell me anything about the string or even which string.
I get one about 10 seconds after startup. It works OK after that.
It's followed by a similar one for TOFF.
grep PPS in the log file shows:

I guess it's adding a "#/dev/gps0" until it overflows.
There is no TOFF stuff in the log file.
