Just because the distro doesn't have Python 2 out of the box doesn't mean
that it can't be installed.  If the SCons package is configured properly,
then installing it will automatically install a Python 2 package as a
dependency (unless it's already installed).  If someone *manually*
installs SCons, then it's up to them to install a suitable Python 2 if
needed.
