I had this problem (posted here about it a few months ago - http://lists.nongnu.org/archive/html/gpsd-users/2016-10/msg00010.html). 

Your fix seems to have taken care of it. I'm using the NMEA 183 driver (Adafruit Ultimate GPS Module).
