gpsd source has always installed both.  Dunno what distros haave done, but
they often mess it up.

Correct.  By design, and by long standing UNIX tradition.  Also every distro
manages the path a different way, so not something you want gpsd to try to
do.

The install maybe should wanr if /usr/local/bin and /usr/local/lib are
not in the PATHs.
