Note that this patch is as used on:
https://build.opensuse.org/package/show/windows:mingw:win32/mingw32-libgps

Similar changes were made in the main gpsd build:
https://build.opensuse.org/package/show/openSUSE:Factory/gpsd

This is to get it to build on openSUSE_Tumbleweed as that seems to be Python3 
by default.
