Thanks.  That exactly showed the roll over problem. Luckily the current
leap second is also being sent in the PVT message.  I'll add your log as
a regressions test, and look at getting a roll over workaround in place.

Your firmware version was not in the log.

In your build log:

I use xgps all the time.  It should work pretty well, but never awsome,
yet.  Patches welcome.

I'm working on the INSTALL for Debian Buster.  After that I'll look at
updating the Ubuntu section.

I have no idea why you would want out of garmin binary mode.  It is
superior (for its age) to the Garmin NMEA mode.

I assume you tried "gpsctl -b" while gpsd?

Rumour has it that a reboot will cause older firmware to enter the
fail zone.
