Why bother?  It buys you nothing over WAAS.

Yes, same resolution.  WAAS and RTCM are bit-for-bit identical.  The
fields are too short, not enough precision, so a local RTCM source
is no help.  There is a local RTCM source near my house, I have tried
it, no improvement over WAAS.

Your idea can work, just not with RTCM.  You could get the raw
GPS measurements and do your own calculations for better accuracy.

Skytraq has a way to send corrections from a surveyed GPS to other
nearby GPS. It can get you centi-meter relative position accuracy.  I
have tried it myself, it really works.
