[Service]
Type=forking
ExecStart=/usr/local/sbin/gpsd -n -r -P /run/gpsd.pid /dev/gpsd0
[Install]
WantedBy=multi-user.target
Still got that --badtime (-r) in there...

So, add that file, and the user is 100% done? Next reboot it just
works?
Yes, or no?

I just answered your question - to use your own epithet, I don't know how I can make it any simpler for you to understand than what I gave you.

I'm done. Abrasive and hostile people leading open-source projects is a good way to kill a community. I've seen half a dozen people bail from here who could have contributed helpful info, but you drove them away with snark and belittling attitude. Probably more, who didn't ask me off-list why I put up with your depressingly reliable hostility flooding the list.

Any faint whiff of collegiality and collaboration is reliably shut down at some point after you step in. I would contribute to the project - I have, in the very small ways I'm able to - but toxicity has a tendency to spread, a la my recent snark right back at you. I don't like being that person, so, cheers, have a nice life, I'll just read the list archives if I'm ever looking for assistance.
