Your local ntpd has insufficient time sources to lock.  default minsane
is 3, and you only have 2 sources.  When ntpd does get a lock, the plus (=)
will turn into an asterisk (*).

Fixed it by adding

tos minclock 1 minsane 1

to /etc/ntp.conf ... the cluster will now accept the single GPS+PPS timeserver as their time authority.
