* src/roff/troff/input.cc (file_iterator): New members
`suppress_newline_flag' and `seen_escape'.
(file_iterator::next_file): Updated.
(file_iterator::fill): Use it.
(string_iterator): New member `suppress_newline_flag'.
(string_iterator::fill): Set it.
(get_color_element): Use MAX_COLOR_VAL.
* src/roff/troff/env.cc (environment): Remove `need_eol'.
(no_fill): Don't set `env->ignore_next_eol'.
(environment::newline): Handle `eol' tag properly.
Emit `eol.ce'.
(environment::add_html_tag): Set `env->ignore_next_eol'.
Don't handle `.ce'.
* src/roff/troff/env.h (environment): Updated.

* src/devices/grohtml/post-html.cc (text_glob::is_eol_ce): New
member function.
(html_printer::outstanding_eol): New member function.
(html_printer::do_title): Use new functions.
(html_printer::troff_tag): Test `id_eol_ce'.

* tmac/color.tmac, tmac/color-html.tmac: Use `.do' to make those
files work with -C also.
