groff_ms(7): Fix minor style issues.
* Remove unnecessary .YS macro call. groff -ms and groff -m ms are
synonymous, so don't put a paragraph space between them. But do
add/preserve an empty request for readability by document maintainers.
* Remove no-op .na and .ad requests around a group of tables. No
visible impact on -Tutf8 and -Tpdf.
* Indent, rather than centering, the localizable string table, for
consistency with every other table in the page.
