    man/groff_char.7.man: Restore blank table lines.
    
    Revert part of d603c514e393ce5ce7fa1d936caf098c5da7973c.  Blank lines
    inside tbl(1) tables are okay, because tbl transforms them to non-empty
    lines containing only "\&".  They therefore do not wind up empty after
    the preprocessor runs.
