    groff_char(7): Fix errors.
    * \' is translated to \[aa], not \[aq].
    * Drop + annotation from \(ha, \(ti.  These were not, in fact,
      documented in CSTR #54 (in either the 1976 nor the 1992 revisions).
      Thanks to Paul Eggert for pointing this out.
