Run that through Groff. You will notice the blank line stays put, even
with the .nf, and no mention of .sp.

Now, maybe that's OK behavior for some things, but I'ld rather have
control over that. So, is there a way to control when blank lines are
passed on, or do we need a .m?? for turning off blank lines unless
specified with .sp? 

This relates to a posting I sent a while back about my output files (when
using tmac.www) having many blank lines at the top and bottom of the
output files.

.na eliminates the blank lines from the bottoms of these output files. The
blank lines at the tops of the output files are due to the above described
phenomenon coming from blank lines in tmac.www that are there for human
readability of tmac.www, but not intended for output. 

(And using \# in their place is called a "workaround". Not a "fix".)
