Thanks! That was it.  No, I had not edited the DESC file.
Turns out that 17.2 checks for an old DESC file as part of
the configure script, and correctly gets the papersize.
Evidently, 18 checks differently, and was not generating
letter instead of A4.  I had overlooked this in the configure
output.  Sorry for the noise.
