Is SVG really suitable for whole documents? I sort of had envisaged SVG
as a sort of mechanism for illustrations and single pages. 

That said, it seems that SVG contains all the required elements. I would
certainly not mind having a good alternative to PDF, for a number of
reasons.

For the image bit I am currently in the process of hacking backends, and
have only had the source code as referrence. Most of the drivers are
very well written, and it should really require no particular additional
documentation. 

The groff_out man page describes the interface, and this is really the
essential part. Really the only documentation one needs, beside the
source, to put it a bit bluntly.
