Thanks for this info. Indeed, in Fedora core 3/4, they
- replaced the "nroff" command with one that understands a
--legacy CHARSET
option, and iconv's the man page and groff's output,
- hacked "man" to provide this --legacy option, based on the language,
for example "EUC-JP" for Japanese. (Which makes it impossible to
install an UTF-8 encoded Japanese man page.)
