This is off the cuff, but it should work.
There is an option you can use when invoking nroff/groff, then if you're
sending it to a terminal set that variable to be the page length. In
your text file, test that variable and if it's set (you choose the
value), then have your file set the page length to some ridiculously
long value using the variable that sets the actual page length for
printing.
The output never gets to end-of-page, and you're home free.
I've done similar, but it's been years since I did it.
