I suggest not to install on C:, but on a different drive.

Also, wherever you install Groff, take ownership on that directory and
all of its files and subdirectories, don't leave them owned by the
Administrators group.

FWIW, that port works fine for me on Windows 7 64-bit, so there's no
incompatibilities I'm aware of.
